This publication provides the criteria for the development of training courses to deliver training in personal safety and social responsibility (PSSR), entry into enclosed spaces and shipboard safety officer training.

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) and the Maritime and Coastguard Agency (MCA). PSSR training forms part of seafarers’ basic training in accordance with the STCW Code. Entry into enclosed spaces is recommended as preliminary seafarer training and shipboard safety officer training is required by the MCA to meet CoSWP Health and Safety requirements. The aim of the book is to provide seafarers with the necessary knowledge, understanding and proficiency to protect and maintain their own and others’ safety at sea.

This document provides the criteria for the development of courses to deliver training in personal safety and social responsibility (PSSR), entry into enclosed spaces and shipboard safety officer training.

Training courses developed in line with these criteria, delivered at centres approved by the Maritime and Coastguard Agency (MCA), will cover:

  • Personal safety and social responsibility (PSSR) (Section 2)
  • Entry into enclosed spaces (Section 3)
  • Shipboard safety officer training (Section 4).

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA).

The MCA has agreed with the MNTB that the specifications described in this document will satisfy the requirements for approved PSSR and shipboard safety officer training. Conditions for MCA approval of short courses are contained in Annex A, which should be used in conjunction with the MCA guide to approval of regulatory training requirements. A course developed to cover entry into enclosed spaces does not need to be approved by the MCA or any other body, neither is there an approval process to cover such a course.

The national occupational standards relating to this training are:

  • A31 – Maintain personal health, safety and environmental standards on board a vessel.

There is also a suite of Maritime Studies Qualifications which contains units relevant to this training. The specific units are:

  • Maritime employment, environmental and health and safety practice
  • Maintain safe and environmentally responsible working practices on board a vessel.

The PSSR criteria have been developed to deliver education and training to meet specific parts of the regulatory requirements of Table A-VI/1-4 of the Annex to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended, hereafter referred to as STCW.

The ‘Entry into enclosed spaces’ criteria have been developed to deliver training to meet the requirements set out in The Merchant Shipping (Entry into Dangerous Spaces) Regulations 1988 (SI 1988 No. 1638) (the Regulations), IMO Resolution A.864 (20) Recommendations for entering enclosed spaces aboard ships (adopted on 27 November 1997) and the Code of Safe Working Practices for Merchant Seamen (COSWP).

The ‘Shipboard safety officer’ criteria have been developed to deliver training to meet the requirements of The Merchant Shipping and Fishing Vessels (Health and Safety at Work) Regulations 1997 (SI 1997 No. 2962) (the Regulations) and the Code of Safe Working Practice for Merchant Seafarers (CoSWP).

The PSSR training is required by seafarers as part of the basic training or instruction in accordance with Section A-VI/1 of the STCW Code.

The entry into enclosed spaces training is MNTB recommended good practice training for all seafarers, specifically those entering the industry and undergoing any initial training.

The shipboard safety officer training is required by the MCA to meet the aforesaid Health and Safety and CoSWP requirements.

The overall aim is to provide seafarers with the necessary knowledge, understanding and proficiency to protect and maintain their own and others’ safety at sea in accordance with international regulations.
