This publication provides the criteria for the development of training courses to deliver training in personal safety and social responsibility (PSSR), entry into enclosed spaces and shipboard safety officer training.
The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) and the Maritime and Coastguard Agency (MCA). PSSR training forms part of seafarers’ basic training in accordance with the STCW Code. Entry into enclosed spaces is recommended as preliminary seafarer training and shipboard safety officer training is required by the MCA to meet CoSWP Health and Safety requirements. The aim of the book is to provide seafarers with the necessary knowledge, understanding and proficiency to protect and maintain their own and others’ safety at sea.

Conditions for MCA approval of short courses are contained in Annex A, which should be used in conjunction with the MCA guide to approval of regulatory training requirements. A course developed to cover entry into enclosed spaces does not need to be approved by the MCA or any other body, neither is there an approval process to cover such a course.
