Passenger Ship Courses Criteria - Third Edition

It aims to help create training courses that provide seafarers with the necessary knowledge, understanding and proficiency to carry out designated duties and to help ensure safety on board passenger vessels. It covers crowd management, safety training, crisis management and human behaviour, passenger safety, cargo safety and hull integrity. Training developed in line with these criteria will cover:

• Crowd management
• safety training requirements for personnel providing direct service to passengers in passenger spaces
• crisis management and human behaviour
• passenger safety, cargo safety and hull integrity for RoRo passenger ships.

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA) and satisfy MCA requirements for approved training.

This document provides the criteria for the development of training and training courses, for specific personnel working on passenger vessels, in crowd management; safety training; crisis management and human behaviour; and passenger safety, cargo safety and hull integrity; in accordance with international regulations for seafarer training.

Training developed in line with these criteria will cover:

• Crowd management – this training can be delivered on board and does not require MCA approval (section 2);

• Safety training requirements for personnel providing direct service to passengers in passenger spaces – this training can be delivered on board and does not require MCA approval (section 3);

• Crisis management and human behaviour – this training requires MCA approval of the training centre delivering the course (section 4);

• Passenger safety, cargo safety and hull integrity for ro-ro passenger ships – this training requires MCA approval of the training centre delivering the course (section 5).
