This Cargo Record Book provides a systematic record of all cargo and ballast operations involving noxious liquid substances carried in bulk, in accordance with Regulation 15 of Annex II of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78), as amended.
Accurate and timely maintenance of this Cargo Record Book enables the Master and responsible officers to:
- Demonstrate compliance with MARPOL Annex II discharge and tank cleaning requirements during port state control inspections, flag state surveys, and ISM audits
- provide a complete, verifiable audit trail of all NLS cargo operations from loading through to tank cleaning and ballast discharge
- record any pumping or stripping system failures and the circumstances of accidental or exceptional discharges, supporting incident investigation and regulatory reporting.
