This Oil Record Book Part II is the ship's statutory record of cargo and ballast operations, maintained in accordance with Regulation 36 of Annex I of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78), and in the form prescribed by Appendix III to MARPOL Annex I, as amended by IMO Resolution MEPC.187(59). Part II applies to every oil tanker of 150 gross tonnage and above.

Systematic use of this Oil Record Book Part II enables the Master and responsible officers to:

- Demonstrate compliance with MARPOL Annex I Regulation 36 during port state control inspections, flag state surveys, and IOPP Certificate surveys by maintaining a complete and traceable record of all cargo and ballast operations.

- Provide evidence that cargo loading, discharge, tank cleaning, dirty ballast handling, slop management, and crude oil washing operations have been conducted and recorded in accordance with MARPOL Annex I discharge controls.

- Record the condition of the oil discharge monitoring and control system, including any periods of malfunction or inoperability, supporting the ship's evidence that overboard discharges were monitored in compliance with the applicable regulations.

- Record the circumstances and reasons for any accidental or exceptional discharge of oil during cargo or ballast operations, supporting the ship's position under Regulation 4 and during any subsequent MARPOL investigation or enforcement proceedings.

- Provide a contemporaneous, signed record for use in environmental enforcement, judicial proceedings, charter party disputes, and insurance or P&I matters where cargo and ballast oil management compliance is in question.
