This publication is intended as a starting place for countries without action lists and/or action levels so that they can minimise the environmental impacts of dumping at sea, enabling them to make sound permit decisions and be in compliance with the requirements of the London Protocol and Convention.

This publication provides readers with simple, clear guidance that can support countries that currently have no action lists and action levels in place to starting on the road to developing regionally and locally relevant lists and levels and implementing LP.

Foreword

The Contracting Parties to the London Convention (LC) and London Protocol (LP) have developed international guidance/guidelines to assist national authorities responsible for regulating the dumping of wastes at sea in meeting their obligations under the two instruments. To assist Parties with targeted assessments of each of the London Protocol annex 1 wastes or other matter that may be considered for dumping, the Parties have developed Generic and Specific Waste Assessment Guidelines (WAGs). The Generic and Specific WAGs are also used by the Parties to LC.

These Guidelines contain a logical step-by-step procedure to evaluate wastes being considered for disposal at sea. An essential element of this procedure is waste characterization and the assessment of potential adverse environmental effects of dumping waste. To support this assessment, Contracting Parties are required to develop a national action list and action levels to provide a mechanism for screening candidate wastes and their constituents on the basis of their potential effects on human health and the marine environment. The Guidelines were approved by the LC/LP governing bodies in 2017 (document LC 39/16/Add.1, annex 3).

This publication provides readers with simple, clear guidance that can support countries that currently have no action lists and action levels in place to starting on the road to developing regionally and locally relevant lists and levels and implementing LP.
