This publication provides the criteria for the development of courses to deliver training in tanker cargo operations at basic and advanced levels, covering oil, chemical and liquefied gas cargo operations. It has been written in accordance with international regulations for seafarer training.

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) and the Maritime and Coastguard Agency (MCA). Entry requirements, ‘staff to learner ratio’ and relevant tables from the STCW Code inform readers about competency expectations as they manage potential hazards in tanker operations.

This document provides the criteria for the development of courses to deliver training in tanker cargo operations at basic and advanced levels, covering oil, chemical and liquefied gas cargo operations, in accordance with international regulations for seafarer training.

Training courses developed in line with these criteria, delivered at centres approved by the Maritime and Coastguard Agency (MCA), will cover:

  • Basic training for oil and chemical tanker cargo operations (Section 2)
  • Basic training for liquefied gas tanker cargo operations (Section 3)
  • Advanced training for oil tanker cargo operations (Section 4)
  • Advanced training for chemical tanker cargo operations (Section 5)
  • Advanced training for liquefied gas tanker cargo operations (Section 6).

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA).

The MCA has agreed with the MNTB that the specifications described in this document will satisfy the requirements for approved training. Conditions for MCA approval of short courses are contained in Annex A, which should be used in conjunction with the MCA guide to approval of regulatory training requirements.

The national occupational standards relating to this training are:

  • A32 Maintain safe, legal and effective working practices on board a vessel
  • A33 Ensure safe, legal and effective working practices on board a vessel
  • B13 Contribute to vessel operations
  • B14 Monitor and control vessel operations
  • B15 Plan and direct vessel operations.

These criteria have been developed to deliver education and training covering tanker cargo operations to meet the regulatory requirements of Tables A-V/1-1-1, A-V/1-1-2, A-V/1-1-3, A-V/1-2-1 and A-V/1-2-2 of the Annex to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, hereafter referred to as STCW.

This training is required by seafarers seeking certification under:

a) STCW Regulation V/1-1 – basic training for masters, officers and ratings in oil and chemical tanker cargo operations

b) STCW Regulation V/1-2 – basic training for masters, officers and ratings in liquefied gas tankers

c) STCW Regulation V/1-1 – advanced training for masters, officers and ratings in oil tanker cargo operations

d) STCW Regulation V/1-1 – advanced training for masters, officers and ratings in chemical tanker cargo operations

e) STCW Regulation V/1-2 – advanced training for masters, officers and ratings in liquefied gas tanker cargo operations.

The overall aim is to provide seafarers with the necessary knowledge, understanding and proficiency to carry out safe and effective tanker cargo operations in accordance with international regulations.
